Iranian officials confirmed movement toward a memorandum of understanding, though they stated that nuclear issues remain off the table for now, to be handled in a subsequent 30-60 day negotiation window. Israel, largely excluded from the talks, views the emerging terms as deeply problematic. Trump told Axios there remains a “solid 50/50” chance the war resumes instead.
