Teen Appears in Sealed Federal Case Tied to Stepsister’s Death on Cruise Ship

A 16-year-old boy being investigated in the death of his stepsister aboard a Carnival cruise ship appeared Friday before a federal magistrate judge in Miami, though details of the case remain sealed.

The teen, the stepbrother of 18-year-old Anna Kepner, appeared in a locked courtroom accompanied by federal public defenders, prosecutors, and U.S. Marshals. Court records showed a sealed case on the judge’s agenda, and no charges have been publicly disclosed.

After the brief appearance, the teen was escorted to a second courthouse and entered a federal probation office, where defendants are typically processed for pretrial release. His attorneys declined to comment.

Kepner died on November 7, 2025, while vacationing with her family aboard the Carnival Horizon. The ship returned to PortMiami the following day as scheduled, and authorities later ruled her death a homicide.

Kepner, a Florida Space Coast high school cheerleader who was set to graduate this year, had been traveling with her father, grandparents, stepmother, and her stepmother’s two children, including the 16-year-old boy.

According to a legal filing, Kepner was found asphyxiated under a bed in a cabin she shared with her stepbrother. A separate court document related to the stepmother’s previous marriage identified the teen as a suspect in the case.

The investigation remains ongoing, and federal authorities have not released further information about potential charges or next steps.
