A longtime Miami-Dade sheriff’s deputy has been arrested on federal charges after allegedly engaging in a sexual relationship with a teenage girl, recording explicit videos, and threatening to kill her when she tried to end the relationship, according to an FBI affidavit.

Deputy Carle Miranda Blum, 51, a 29-year veteran of the department, was arrested Wednesday and charged with production and receipt of visual depictions involving the sexual exploitation of a minor. Prosecutors say the crimes carry mandatory prison sentences of up to 15 years, with a possible maximum of 30 years.

The investigation began after authorities received a tip on July 14 from a witness who reported Blum’s relationship with the victim, who was 17 at the time. According to the affidavit, the witness said the teen’s mental health deteriorated during the year-long relationship.

Three days after the tip, the victim was involuntarily hospitalized for psychiatric evaluation in Atlanta, Georgia. The witness told investigators the teen attempted to fly to Miami to meet Blum the day after turning 18, but was hospitalized before boarding. Surveillance video later showed Blum retrieving the victim’s checked luggage at Miami International Airport.

Investigators say a review of the victim’s electronic devices revealed sexually explicit videos and messages dating back to October 2024, when the victim was still a minor. Authorities allege Blum traveled from South Florida to Atlanta to meet the teen and record sexual encounters.

Messages reviewed by the FBI reportedly included a countdown to the victim’s 18th birthday, with Blum expressing plans to marry her. Records also show Blum purchased a black Honda Accord for the victim.

When the teen attempted to end the relationship, prosecutors say Blum reacted with threats, including messages stating, “WE ARE NEVER DONE!!!!” and a graphic threat to kill the victim.

Blum was arrested while allegedly traveling to Atlanta to be with the victim after her release from the hospital. She is currently being held in Georgia as the federal case proceeds.

Miami-Dade Sheriff Rosie Cordero-Stutz called the allegations “deeply disturbing,” saying they represent “a betrayal of the badge, the public trust, and the oath we swear to uphold.”
