Florida Bill Aims to Help First-Time Buyers With Down Payments

Florida lawmakers have introduced HB 311, a bill designed to ease the financial burden facing first-time homebuyers.

The proposal would allow private companies to provide at least $5,000 to employees to help cover down payments and closing costs. In return, participating businesses would receive corporate tax credits, creating an incentive for employers to invest in their workforce’s path to homeownership.

Supporters say the measure addresses one of the biggest barriers to buying a home: upfront costs. While many buyers can afford monthly mortgage payments, saving for a down payment remains a major hurdle, particularly in Florida’s competitive housing market.

By encouraging employer participation, lawmakers hope to create a partnership between the private sector and working families. The program would not require businesses to participate, but it offers financial motivation for those willing to support employees seeking to purchase their first home.

If passed, HB 311 could expand access to homeownership while helping companies attract and retain talent in a tight labor market.
