Animal Cruelty Allegations Rock Popular Florida Petting Farm

DAVIE, FL — Robert Lee Hoover, 51, founder of Family Farms in Davie, has been arrested on 16 felony charges tied to animal cruelty, including tormenting and killing animals.

The investigation began after PETA and local residents raised red flags about mistreatment at the petting zoo-style farm. A police affidavit noted animals were underweight, confined in muddy enclosures, and lacked food, water, and veterinary care. Officers described cows with protruding bones stampeding toward visitors for food — a sign of chronic hunger.

One former visitor, Sofia, shared a video of a malnourished cow she tried to feed, claiming Hoover confronted her when she spoke up. Yet a vendor who works at the farm denied witnessing abuse.

At Friday’s bond hearing, Hoover’s attorney promised to contest the charges, saying Hoover takes “great care” of the animals. Bond was set at $28,500, and Hoover is barred from owning or contacting animals.

The farm, which promotes itself as a venue for camps and educational events, remained closed Friday. The investigation is ongoing.
